Louisville Metro PVA, modernized end-to-end.
Four production systems retired manual FTP transfers, paper filing, and walk-in appeals — replaced by an online portal, scanner-driven document management, real-time API integration, and a daily automation engine.
From paper-and-FTP to a modern, citizen-facing platform.
Louisville Metro PVA serves Jefferson County — Kentucky's largest. Before this work, key workflows depended on FTP file transfers, walk-in paperwork, and hours of daily manual data handling. Today, those same workflows run as an integrated platform that property owners and staff use every day.
Manual workflows were holding the office back.
- FTP transfers between PVA and the County Clerk were error-prone and slow.
- Property owners had to appear in person to file appeals — for every appeal type.
- Staff spent hours each day on manual file moves, daily imports, and copy-paste.
- Document filing was paper-based, with no easy search or audit trail.
One integrated platform, four production modules.
- An online appeals portal handling real property, homestead, address change, and motor vehicle appeals.
- A scanner-integrated document management system with role-based access and audit logs.
- A real-time REST API integration with the County Clerk that retired FTP entirely.
- A back-office automation engine running scheduled jobs with built-in alerting.
Four modules, all in production today.
Online Conference & Appeals Portal
Property owners file real property, address change, and motor vehicle appeals online — 24/7 from any device. Document upload, status tracking, and automated notifications included.
Scanner Integration & Document Management
Direct scanner hardware integration captures documents straight into a searchable, role-secured archive with full audit trail.
PVA ↔ County Clerk Real-Time Integration
Manual FTP transfers replaced with a real-time REST API. Scheduling, forms, and data exchange happen in seconds, not days.
Daily Automation Engine
Scheduled jobs handle file routing, daily imports, and data transforms with error handling, retries, and staff alerts.
What changed for the office and for property owners.
- Eliminated error-prone FTP transfers between PVA and County Clerk
- Property owners file and track appeals 24/7 — in-person walk-ins reduced significantly
- PVA staff manage every appeal type from one unified dashboard
- Daily import processes run automatically with zero manual intervention
- Paper filing eliminated; documents stored securely with full audit trail
- Faster resolution times across every appeal type
